Involvement of Rural Development Trust in construction of individual house hold latrines.
Government of India has launched Swachh Bharat Mission programme on the birth anniversary of Mahatma Gandhi i.e. 2nd October 2014 to make India open defecation free by 2019.
As part of this mission, Government of Andhra Pradesh has decided to construct the Individual House Hold Latrines to all the families below poverty line. It requested Non-Governmental Organizations to participate in implementing this programme.
The District Collectors of Ananthapuram and Kurnool of Andhra Pradesh have requested RDT to involve in this programme by constructing IHHLs in its project area. As it is a very useful programme to the rural families and in tune with the Dharma of the organization i.e. “REACHING AS MANY POOR AS POSSIBLE” RDT considered their request and decided to involve in implementing this programme.
Regarding funding, Government of Andhra Pradesh releases Rs. 12,000/- if it is only latrine. If it is Toilet cum Bathroom, Rs. 15,000/- per each unit will be released in two installments as mentioned below
At basement level – 40%
On completion – 60%
In addition, 0.75% of the project cost will also be released to meet the administrative expenditure like stationary, printing, awareness and follow up action on post construction usage.
The responsibility of implementing this programme is entrusted to Rural Water Supply & Sanitation Department of Andhra Pradesh. At District level, RDT coordinates with Superintendent Engineer of Rural Water Supply & Sanitation Department and The District Collector who is also the Chairman of District Water & Sanitation Committee.
In order to implement this programme, RDT selected 96 and 31 village panchayaths in the districts of Ananthapuram and Kurnool respectively, in which approximately there will be 400 habitats.
RDT will construct 36,000 IHHLs in Ananthapuram District and 9000 in Alur & Pathikonda areas of Kurnool District by involving all the staff under the supervision of the Area Team Leaders in co-ordination with Mandal Development Officers. The Technical staff like Regional Engineers and Technical Directors will provide technical guidance where as the Regional Directors will monitor and follow up the programme in their respective regions.
The process of finalizing the beneficiaries is already done by concerned Mandal Development officers and executing the Panchayath wise MoUs is in progress which is expected to be completed by end of July 2015.
Where ever the MoUs are executed, the work has been already begun and will be started in all villages by 1st week of August so as to complete the construction of all IHHLs by end of October 2015.
